What are important factors in selecting an internet service provider or web hosting?

“a pain (in the neck)” = annoying or bothersome
“Searching for something online with a slow connection is sometimes a real pain in the neck.”

“beggars can’t be choosers” = when you have no money, you have to accept whatever you can get
“My sister complained about the computer my parents gave her, but beggars can’t be choosers. They didn’t have to give her anything.”
